Devin Whitaker is the founder of Strata-G Solutions, LLC, Strata-Form, Inc. and other companies.  Devin remains actively involved in federal contracting, real estate development, medical healthcare startups, board-level executive leadership support and various entrepreneurial activities.  Devin has almost 40 years of Department of Defense-related and federal contracting experience, as both a DoD U.S. Army Civilian employee and industry contactor executive.  Devin is known for his overall business development expertise, strategic planning, corporate growth initiatives, mergers and acquisitions (M&A), large federal contract proposals and capture, and overall corporate development.  Devin holds a Bachelor of Science Degree in Business Administration (BSBA), Master of Business Administration (MBA), is Department of Defense (DoD) Level III Certified in three (3) career fields; to include Program Management, Business Cost & Financial Management, and Federal Contracting and over the past decades has completed various executive leadership curriculums and continuing education.

Prior to transitioning to industry in 2004 and forming Strata-G, Mr. Whitaker spent 20 years as a DoD / Department of Army Civilian serving in leadership positions on Redstone Arsenal, Alabama supporting various Army agencies. From 2002-2004, in his last DoD Civilian position, Mr. Whitaker was instrumental and played a key role in the development, establishment, initial growth and success of the AMRDEC Prototype Integration Facility (PIF) and PIF Rapid Response concept.

As the founder and CEO/President of Strata-G from 2004 to 2022, Devin built a viable small business and organization providing innovative engineering and hardware solutions to support our warfighters, while simultaneously delivering sustainable profitability and annualized growth. In 2017, he led the M&A of Westwind Technologies, Inc. and executed his vision to increase Strata-G’s portfolio of capability offerings by establishing the Strata-G West Prototype & Manufacturing Facility near Huntsville International Airport.  This acquisition increased Strata-G’s capabilities and provided over 140k square feet of state-of-the-art prototyping, mechanical and electrical manufacturing and integration facilities.  In 2019, Devin was instrumental in the M&A activities that resulted in the acquisition of Strata-G by the Aleut Corporation, an Alaska Native Corporation. Devin remained in his role President until April 2022, wherein, he transitioned his duties to the current Strata-G President, John Vannoy and Strata-G continues to grow, diversify and innovate.

Devin and his wife Beth, believe in “giving-back” and are passionate about supporting our military, our veterans and our local community.  Over the decades, the Whitaker’s have and continue to support many charities, churches, serve on various non-profit boards and giving back to the community that has given to them.  Most recently, the Whitaker’s worked with local Huntsville Kids to Love (KTL) Charity to fund and establish The Whitaker Cottage Community to provide housing for young ladies to continue their education or begin a career after being released from the Alabama foster care at age of 19, all while having a home and mentorship of the KTL Team.


MG(R) Tim Crosby retired in 2014 after an almost 35 year career culminating in his last assignment as the Program Executive Officer for Aviation.

He entered the Army as a Field Artillery Officer after graduating from The Citadel in 1979 and was assigned to the 24th Infantry Division serving as Fire Support Team Chief, Battalion Fire Direction Officer, Special Weapons Officer, and Battery Executive Officer.

Following this assignment, MG(R) Crosby entered flight school at Fort Rucker, AL where he was awarded his aviator wings in May of 1982. Upon completion of flight school, MG(R) Crosby attended the CH-47 Transition and was assigned to the 205th Aviation Company in Mainz Finthen, West Germany where he served in successive positions as Flight Platoon Leader, Executive Officer, and Operations Officer.

MG (R) Crosby then returned to Fort Rucker to attend the Aviation Officer Advanced Course, was awarded a Research and Development Functional Area, and was assigned to the U.S. Army Aviation Develop­ment Test Activity in January of 1986 conducting developmental flight testing on CH-47, UH-60, and fixed-wing aircraft.

In February of 1990, MG(R) Crosby returned to Europe to command the VIIth Corps CH-47 unit and deployed his unit to Southwest Asia to participate in Operations Desert Shield and Storm. He commanded the unit for just under two years followed by an assignment as a battalion executive officer. Following Staff College, MG(R) Crosby was assigned to PMO Comanche in 1993, where he held the positions of Logistics Management Officer, Assistant Program Manager (APM) for Training and Simulation, APM for MANPRINT, and APM for Test and Evaluation.

MG(R) Crosby left Comanche in June of 1996 to serve as a Weapons System Program Evaluator in the J8 Directorate of the Office of the Joint Chiefs of Staff. After a two year tour on the Joint Staff, he was assigned to serve as the first Product Manager for the Improved Cargo Helicopter Program, now known as the CH-47F.

MG(R) Crosby attended the Air War College at Maxwell Air Force Base and earned a Masters Degree in International and Strategic Studies. While at War College, he was selected for promotion to Colonel and was selected to be the Project Manager for the Army’s Cargo Helicopter Program.

MG(R) Crosby completed his tour of duty as the Army’s Cargo Helicopter Project Manager and con­ducted a change of charter on 24 August 2006.  He was immediately reassigned as the interim Project Manager for the newly formed Armed Scout Helicopter Program Office on 25 August 2006 and remained in that position until the command slated Armed Scout Helicopter Project Manager arrived on 17 October 2006. He then served as the PM Reset charged with integrating the effort to Preset and Reset the aircraft going to and returning from combat deployment. In May 2007, MG(R) Crosby became the Deputy Program Executive Officer, Aviation.

MG (R) Crosby assumed duties as the Program Executive Officer, Aviation on 12 December 2008 and retired in 2014 after over 5 years in that position. He was promoted to the rank of major general in February 2011 and officially retired in March 2014.

Since retirement he has started his own company, Crosby Aerospace, LLC. He has joined five companies as a Board Director and is serving as a strategic advisor to a few others. Recently elected to the Army Aviation Association of America National Executive Group as the President, he also serves as the Governors representative to the Alabama Space Authority.

MG(R) Crosby is married to the former Janice McIntosh from Sumter, South Carolina. They have three children: Rebecca, Sara and Will.


BG Samuel “Luke” Peterson honorably retired on 01 October 2024 after nearly 35 years of distinguished service. BG(Ret) Peterson originally enlisted in the Army in 1987 as an Infantryman and was later awarded an ROTC Green-to-Gold scholarship. He graduated from the University of Tampa as a Distinguished Military Graduate in 1991 with a Bachelor of Science degree in Business Management and was commissioned as an Armor officer.

BG(Ret) Peterson’s final assignment was as the Program Executive Officer for Combat Support & Combat Service Support (PEO CS&CSS). In this role, he provided executive leadership for the development, acquisition, testing, fielding, sustainment, and modernization of approximately 250 diverse equipment systems across the Army’s Transportation, Quartermaster, Ordnance, and Engineer portfolios. Prior to that assignment, BG(Ret) Peterson served as the Deputy Director-Transition supporting the Rapid Capabilities and Critical Technologies Office. He was responsible for planning and executing all program transition requirements for RCCTO capabilities transitioning to respective Program Executive Offices. He previously served as the Deputy Director supporting the Assistant Secretary of the Army (Acquisition, Logistics, and Technology) Deputy for Acquisition & Systems Management (DASM) in the Pentagon.

His operational assignments include Tank Platoon Leader, “Deathrider” Company, 1st Squadron, 11th Armored Cavalry Regiment, Fulda, Germany; Headquarters Company Executive Officer, 2nd Battalion, 68th Armor, 1st Armored Division, Baumholder, Germany; Commander, “Killer” Troop, 3rd Squadron, 2nd Armored Cavalry Regiment, Fort Polk, LA; and he deployed to Bosnia and Herzegovina in support of OPERATION JOINT GUARD.

BG(Ret) Peterson began his Army Acquisition career in 1998 as a combat developer in the Directorate of Force Development, Fort Knox, KY. Other acquisition assignments include assistant project manager, Non-Line of Sight-Launch System and High Mobility Artillery Rocket System; deputy product manager, Precision Guided Missiles/Rockets; all within PEO Missiles and Space, Redstone Arsenal, AL. He then served as the product manager, Network Systems, PEO Integration and PEO Command, Control, Computers, Tactical; and subsequently deployed as an Acquisition Advisor in support of OPERATION ENDURING FREEDOM, Afghanistan. He was then selected as the Program Executive Officer, Special Operation Forces Support Activity, Bluegrass Station, Lexington, KY. He then served as the ASA(ALT) Acquisition Advisor to the U.S. Army Training and Doctrine Command as part of the Senior Acquisition Leader Development Program and later as the Chief of Staff for both U.S. Army Contracting Command and PEO Missiles and Space, Redstone Arsenal, AL.

His advanced degrees include a master’s degree in Systems Acquisitions Management from the Naval Postgraduate School, Monterey, CA; and a master’s degree in National Resource Strategy from the Senior Service College at the Dwight D. Eisenhower School for National Security and Resource Strategy, Washington, D.C.

BG(Ret) Peterson’s military decorations include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit with one oak leaf cluster, Bronze Star Medal, Meritorious Service Medal with three oak leaf clusters, Army Commendation Medal with three oak leaf clusters, Army Achievement Medal with two oak leaf clusters, Army Staff Badge, Ranger Tab, and Parachute Badge. He is a graduate of the Armor Officer Basic and Advanced Courses, Airborne School, Ranger School, Scout Platoon Leader’s Course, and Command and General Staff College. He is Level III certified in Program Management.
