COL (R) John Vannoy

President and CEO

Background

John M. Vannoy is a retired U.S. Army Colonel and former Project Manager for the Multi-National Aviation Special Project Office (MASPO). As President and CEO of Strata-G Solutions, John has the authority and accountability of all aspects of Strata-G’s overall operations, ensuring that Strata-G delivers the highest value and highest quality products and services. He graduated from Central Missouri State University in 1991, earning a Bachelor of Science degree in Business Administration. He was commissioned as a distinguished graduate through the Reserve Officers Training Corps in the Aviation Branch. His military education includes resident Command and General Staff College and the U.S. Army War College. John has two Master of Science degrees in Acquisition Management (Naval Postgraduate School), and Strategy and Policy (U.S. Army War College). He is a Senior Aviator with aircraft qualifications in the AH-1F Cobra, UH-1H Iroquois, AH-64A Apache, and AH-64D Longbow Apache.

Prior to joining Strata-G and serving as a Project Manager for PEO Aviation on Redstone Arsenal, Alabama, he served as the Military Deputy to the Acquisition Executive for Special Operation Forces Acquisition, Technology & Logistics in Tampa, Florida. As the Deputy, he was responsible for a staff of 650 personnel, which involved leading and coordinating all staff operations and engaging with external stakeholders including Congressional staff, U.S. Special Operations Commanders, and foreign Special Operations leaders. His first special operations assignment was as the Program Executive Officer for Rotary Wing at United States Special Operations Command (USSOCOM). As the PEO, he was responsible for executive management of the entire Special Operations helicopter portfolio including project management, Command level budget planning, representing the Command to Congress, and execution to delivery of projects to the force.

COL (R) Vannoy’s previous military operational assignments include Aero weapons Platoon Leader and Troop Executive Officer for 3/17th Cavalry, 10th Mountain Division. As a Cobra Platoon Leader, he deployed his unit to Somalia in January 1992. Upon return to Somalia, he was attached to the 2-25 Attack Aviation Regiment and deployed to Haiti as the Task Force Maintenance Detachment Commander. He served as Commander A Company 1-1 Aviation Regiment, 1st Infantry Division, while deployed to Bosnia, and later commanded Headquarters and Headquarters Company 4th Aviation Brigade, 1st Infantry Division.

His past Acquisition Branch assignments include Assistant Project Manager, Aviation Rockets and Missiles; Assistant Product Manager, Apache Simulations, and Test Director and Executive Officer for Ronald Reagan Ballistic Missile Defense Test Site -located on Kwajalein Atoll. He was the Product Manager for Apache Sensors and Assistant Program Executive Officer at PEO Aviation for Foreign Military Sales. As an acquisition officer, he led programs requiring him to deploy to Iraq, Afghanistan, and Syria. He retired from active duty in January 2021 with 31 years of service.

Colonel (R) Vannoy’s military badges, awards, and decorations include the Defense Superior Service Medal, Legion of Merit, Meritorious Service Medal Four Oak Leaf Clusters, the Air Medal, and the Army Expedition Medal Three Oak Leaf Clusters. He has earned Senior Army Aviator Wings and the Army Parachutist Badge. He and his wife Pam have four adult children.
